two new mailing lists

I've created two new mailing lists:

fedora-desktop-list - for desktop, UI, artwork, and usability related
discussions

fedora-config-list - for discussions about developing configuration
tools

We're going to keep these new lists focused and on topic, so please
keep that in mind before you post. :)
